Davis-Bacon “Equality”

Post image for Davis-Bacon “Equality”

by Keoni Galt on February 19, 2012

I entered the air conditioned, job site office trailer for our first safety meeting and orientation. It was my first day on the job working for a sub-contractor hired by a US Mainland-based Marine Engineering Firm that had secured the winning bid on a major renovation project at the Pearl Harbor Naval Station.

I removed my hard hat and looked around the walls of the trailer as I waited for the meeting to begin. I immediately noticed a sign on the trailer wall, notifying employees that they would pay a bonus for any referral of women interested in working on the project. This sign was right next to the sign declaring:

WE ARE AN EQUAL OPPORTUNITY EMPLOYER

I had a vague sense of deja vu, hearing the sounds of the construction site outside. It’s been over a decade, but here I was, back to the blue collar trades to pay the bills.

During the present economic Depression 2.0 era, I’ve discovered that all of the experience gained from the carpentry, painting, roofing, masonry and concrete work I did in the late 90′s to pay my way through college, ended up serving me far better than my BBA Degree when it came time to look for well paying employment in today’s ailing job market.

The business-to-business sales company I’ve worked at for the past decade went bust last October, after 40 years of business in the Downtown Honolulu financial district. I went from hacking away on my keyboard and talking on the phone for eight hours a day in an air conditioned office and a leather bound chair, with a window view of the Pacific Ocean and Honolulu Harbor…to now donning hard hat, steel toed boots, and a reflective safety vest, for a new construction job in a high security area of the Pearl Harbor Shipyard.

(As a side note: I had to endure a two week vetting process of background checks, fingerprinting, photographing and procedure training to gain access to this job…also had to sign a non-disclosure agreement about the work we are doing and the location on Base we are doing it, which is why I’m being intentionally vague about it here).

I turned to the Quality Assurance Officer and inquired about the sign asking employees for female referrals. He grimaced and noted that the company had been threatened with fines for not employing enough female workers.

Some of the current workers had brought their girlfriends and relatives in to work so the company could reach the appropriate quota our US Feministed-Federal Government deemed sufficient for fulfilling the new societal ideal of gender equality in Federal Public Works Projects.

I shook my head and turned my back to the signs reinforcing the Gender-Role Directives of our Government’s Brave New World Order, as our orientation and safety meeting began. I was soon to learn precisely how Gender equality really works on a Prevailing Wage Scale job site for the US Federal Government.

—————————–

We worked alongside a modern crew of 21st century contract labor…multi-ethnic men and women working together in the sweltering, salty Pacific air and hot Hawaiian sun. Such diversity! Progressive worker’s utopia manifest!

All wore safety gear and head to toe covering to protect from sunburn from working long shifts in the sun.

It was hard work, menial and sometimes dangerous. Yet here were the women, working alongside the men, all making the same equally mandated, Davis-Bacon wages. The Equal Pay for Equal work ideal, realized by Federal Government Dictate.

That was the theory anyway.

The practice was a little different.

I watched with bemusement as it became apparent that there were certain, unofficial gender roles assigned to the tasks being done by the work crew. The men did all of the physically strenuous and dangerous work with heavy machinery, pneumatic tools, jackhammers, pick axes, shovels, blow torches and pavement saws. All of the women were essentially doing nothing more than apprentice-level assistance to the tradesman. Holding and coiling hoses, cleaning up debris with vacuums and rags. Touch up painting with small brushes. Pouring water on the saw blade as the man made cuts into the concrete and asphalt; sweeping up concrete dust with a broom, vacuuming up sawdust, priming exposed iron works with a brush, pushing wheelbarrows of material around and running errands with the company van for the Foreman. This is primarily the work I observed these ladies doing for an entire month I’ve been working there. I was a bit shocked (but not really surprised) when I found out that they made the exact same wage as the men doing the truly laborious work.

I guess this is what gender equality means in the industrial construction zone of our brave new world order.

It brought to my mind Orwell’s double-think slogans in 1984,

WAR IS PEACE
FREEDOM IS SLAVERY
IGNORANCE IS STRENGTH

These women were mostly friendly, hard working, and fit into the job site with no appearance of interpersonal social problems amongst the crew. I’ve got no complaints with the ladies themselves. There was just too much work and the need for cooperation in doing physical labor for the usual office politics that emerge when men and women work together in close proximity. Things also went smoothly because of the unofficial gender roles for task assignment. The men did the really hard work, the women did the support work and cleanup.

But in my past experiences on any civilian construction job site, all of that light labor would have been done by a young apprentice getting paid $10-$15 an hour as they observed the tradesmen in action and received hands-on training in the process. Eventually, the apprentices would become tradesmen themselves and in turn mentor other young men as their apprentices. Only after years of on the job training would they finally reach a Davis-Bacon Act type pay scale. Hell, that’s precisely how I learned the skills that landed me my current employment opportunity.

But things got even more equal as the major phase of the project began to wind down a month later. After all of the physically demanding and dangerous work had been completed, we pulled up to the job site last week to find it virtually empty. 75% of the contractors had been laid off. All of those laid off were male.

But all the female workers were still on the site working with a few of the men who were not laid off, doing cleanup and last minute detail work for the final inspection punch list. Apparently when it came time to lay off workers, even though some of the men where more skilled, experienced and competent, the company was afraid to lay off the women and skew their quota for EQUAL OPPORTUNITY HIRING.

This is not just conjecturing on my part…but the exact words (off the record, of course) of the Project Manager, when I asked where all the boys had gone and if they were going to start work on a new project soon.

He told me that they only carry a small crew of full-time employees between projects. The men get laid off, and called back when a new job is about to begin. But the women workers were kept on the payroll in between jobs so they could avoid further censure and possible fines by the Federal Government.

This is our Federally Mandated Gender Equality in Action.

Men do the harder, more laborious and dangerous work, women do the easier, safer tasks…and they all have the same pay. When it comes time for layoffs, it’s not based on seniority, experience, or actual value to the company, but rather the gender of the employee so as to avoid running afoul of the gender quota of the Federal Government.

Time to cue up the oxymoron’s of Orwell’s double-think slogans in describing this state of affairs, and now add a fourth one that reflects our new Feminist Equalitarian Paradigm:

WAR IS PEACE
FREEDOM IS SLAVERY
IGNORANCE IS STRENGTH
EQUALITY IS FAIR

If the genders were reversed–if the women took on the heavy work and the men manned the brooms and vacuum cleaners–would the results be the same?

I’ve seen approximate gender equality of work done in commercial kitchens, but so far, not in the heavy trades. A few women can do real trade bullwork, and my grandmother was one of them when she was young, but it is called bullwork for good reason. I doubt even Grandmother could have handled a 100cc engine, 45″ bar chainsaw, if they had existed back then….

Someone posted this here earlier:

Plans to upgrade this northwest Hillsborough County neighborhood with new fire hydrants have been delayed, in part, because the lowest bidder on the project doesn’t have any women on its construction crew

But county officials recently rejected the project’s lowest bidder, Suncoast Development of Pinellas County, because the Odessa-based contracting company didn’t meet the federally mandated guidelines of the county’s minority business enterprise program.

Under those guidelines, bidders must have a staff consisting of at least 17.9 percent minorities and 6.9 percent women working in “skilled crafts and trades.”

“Equal Opportunity Employer” = yet another feminist oxymoron.

Anyone want to guess what calendar year it will be before the government stops enabling cunts with policies based around how said cunts want the world to be and not around how the world is in reality?

Idealists have no business in positions of power because they do not understand that their ideals are not shared by 7 billion people. If this means that men are more suited towards power than women because men are more likely to be realists than women, then that’s women’s problem. Women can start basing the world on reality if they don’t like the fact that idealism doesn’t work.

Keoni, how many Pacific Islanders got some affirmative action help as well?

It’s well known that AA/EO costs tremendous amounts of money. The post office, for instance, is something like 80% black. No lack of diversity there. Same thing with all government agencies.

This is the problem with the MRM attacking AA. Why aren’t you attacking the male leeches? All other races but whites get that protection. Women make up 50% of the world’s population. Non-whites make up 92%. That makes less than 4% ineligible for AA benefits – straight, white men.

Under federal law, women are a ‘Protected Class’.

Under federal law, homosexuals are a ‘Protected Class’.

Under federal law, minorities – people who are not white, Asian, or Jewish – are a ‘Protected Class’.

Only white heterosexual men (WHM) are un-’Protected’.

It’s a clever way to discriminate. You can’t put up signs that say “No Men need apply” or “No Straights need apply” or “No Whites, Asians, or Jews need apply”. That’s negative discrimination, and it’s illegal.

So instead of specifying that W/A/JHM are not to be hired unless there are no other applicants, they state that everybody else must be hired first. That’s “positive” discrimination, and it’s not only legal, it’s mandated. It IS the law.

Another name for it is “affirmative action”.

Hence, a black lesbian is a “Threefer” because she counts for three categories of “Protected” classes. A black woman who likes men is a “Twofer”. A black man or homosexual white guy is a “Onefer”

A W/A/JHM is a “Zerofer”. A nothing, in the eyes of the government agency that monitors employment law.

These people then wonder why there are fewer and fewer W/A/JHM who go to college and more and more who get menial jobs and play video games in every spare minute.

Why *should* young W/A/JHM freaking bother to support a society that considers them to be zeros, nothings, the dregs at the bottom of the jobs barrel?

To quote another writer, the absence of love is not hate, it’s indifference. When push comes to shove, the Powers That Be may well discover that most young men don’t WANT to save this society from the next threat to its existence.

Then they will discover who is truly “unProtected”.

Though men shank me and insult me, only men take the risks that provide me opportunity. Women do not take risks and do not provide opportunity.

When an organization becomes feminized, it shifts from efficient production of goods and services to establishment and enforcement of rules for the comfort and security of women. Ossification and organizational death are inevitable.

Not only is the cost of the construction project cost much higher due to “affirmative” employment mandates, there is a concomitant loss to the community as able-bodied men are deprived of work in favor of useless females, and thus the dependents of those men suffer while the under-qualified women squander the money on themselves.

“Affirmative” is a classic example of “NewSpeak” because in this instance it’s actually “Negative” :

NEGATIVE IS AFFIRMATIVE

And don’t get me started on the wives and girlfriends of the project’s managers. At one “defense contractor” I worked for it was rampant. Had one idiot manager who brought in his clueless wife to work as an “engineer” and she didn’t know which end of a keyboard to hold on to. He would hold daily meetings with her in attendance like they were royalty. When it came time to swing the layoff axe he said on my Encorpera performance report “Elmer has no technical skills”.

And the non-manual labor jobs sites are quickly becoming hostile to men under the banner of making the places more friendly to women.

Well, they say that there are record numbers of healthy men in their prime earning years out of work and young men have sworn off women.

In Japan, the govenment is now actively trying to reverse the marriage strike but neither the men nor women are really interested.

For Japan:

“It all amounts to a national crisis for a country with one of the lowest birthrates in the world. Already the oldest nation, more than a quarter of Japanese are over the age of 65. The population is on track to shrink by nearly a third in 50 years.

“The sustainability of the social security system is becoming very difficult,” said Kuniko Inoguchi, former Minister of Gender Equality and Demography. “We have to finance the pension fund and medical services through taxes and payment of the working generation. But [that number] is declining.”

Incompetent people, likely affirmative action bimbos themselves, devising, plying and enforcing incompetently designed legislation to further advance the incompetent.
Even though the reader could sense the eventual outcome of the story there is some merit in revisiting scenarios such as this. It keeps the narrative going and the focus on eliminating the complete absurdity of it all.
It will always be this way- men risking and expending themselves to pave the easier way for females (paid the same for the vastly unequal work effort?) – until more informed men continue entering the political process to deal with and rout out the protected but useless legislations hamhanding the usefull.

Chivalry run amok.

The really sad part is that even if the Fed didn’t mandate female AA, a vast majority of men would gladly agree to be laid off instead of the ladies as well as willing to work the harder job for same pay. Such is the power of p***Y over most men.

The problem isn’t the Fed, its the men who must change.

Last month, a friend of mine told me that a professor friend of his works on “equal pay” issues and that his friend concluded that the real numbers wasn’t 77%, but in the range of 92-94%.

I asked if that 92-94% included benefits, since women have greater longevity so draw more in the way of defined benefit pensions, and also use health care benefits in greater amounts – not due to needing it, of course, since they live longer.

I also asked if the “pay gap” was height-adjusted, since taller people of both genders make more money than shorter people. Thus, since women are shorter than guys, any accurate study would take height-bias into account before making a final conclusion on gender bias.

I keep asking and asking. My friend says he has contacted his friend, but so far all he has received is radio silence. Its safe to assume the reason for the radio silence is that the studies contain these flaws – and I wasn’t even taking into account such things as actual disparity in the work such as discussed in this article.

Clearly, it is safe to conclude there is no a significant pay gap in favor of women.

Ryu – When it comes to Federal Government, “Pacific Islander” gets the same affirmative action designation as other minority groups. But in Hawaii, it hardly matters. We have a true, diverse multi-ethnic populace, racial quotas are not an issue here…much like I explained in the thread about the picture of all the different female races in that fire hose picture at Pearl Harbor that feminists erroneously attributed it to women fighting fires on Dec. 7, 1941.

These kinds of inefficiencies add up. Probably only technological advances have kept these political concerns from crippling our economy.

Labor unions have internal AA policies for their leadership, don’t they? So they’re part of the problem because they’ve been captured by feminism, like almost all other institutions.

This makes me think again about what people list themselves as on those employment and census forms. How about all the unprotected types start claiming to be black/asiatic/islander/etc? Is there some tribunal that will come look you over and decide that your pigmentation isn’t sufficient or your nose doesn’t seem flat enough?

Just what is the deal on these types of at least somewhat perception based categories? Look at our ‘Kenyan in chief’, the media choose to call him black while it is just as correct to call him white. Pick one. Pick both. Who the h*ll cares if it is really about equality. Of course, it isn’t about equality at all and those that are the reverse discriminators will pay a price for it.

Also, how do we keep the tradesmen pool from dwindling to nothing if many of the apprentice positions are being absorbed by women that will clearly never become a tradesman? But this is typical PC cr*p as we see it every day…trade the future for the now, no matter the cost.

A student of mine, doing an MA in English (i.e. Women’s Studies) made the point that “deep in the jungle they still find matriarchies.”

Yes, with people who live to be 29, and a population that wastes its time serving the women rather than learning how to get ahead. When a matriarchy takes over, everything is about female comfort and status, and nothing is for the group. Nothing is about the future. There is no science because it’s not immediately applicable to female comfort and well-being.

Any successful society knows that women have to be kept in or near the home, outside of the major decision-making and unable to use their sexuality in a manipulative way.

Arranged marriages are the best. No Eat-Pray-Loving there.

@Alcuin:

I always like to present the other side of the story.
For instance, if one says “white” I may say “black”.

So, I’d like to offer the other side of the coin, as I always do. The Germand newspaper “Der Spiegel” had a very interesting article about the Mosuo tribe in China.

There are some interesting things about a matriarchy. For instance, as I have said many times, men live under a lot less stress, they get more free sex and they live easier lives, while the women do most of the work.
To be noted, men still make the biggest decisions, when they are required, but basically, women rune the business.

Just take a look at the other side: civilization as we know it (including the coming WWIII) is not always the best way to live.

I am not defending one position or the other here: merely exploring the many possibilities of existence on earth.

The credentials of the founder of “Women 2.0″?

Why a B.A. in English and Social Welfare!

I’m sure she’ll be the next Henry Ford. Not by being inventive or tenacious or doing anything productive, but by suing the government if whatever she tries doesn’t succeed.

Princes must be pampered, after all. And since most Sociology programs are feminist enclaves, she’s well-trained.

And yet some wonder why more and more men give less and less shits about “success” in a world that mocks-despises-discards them.

Oh well.

Japanese males went from following the Bushido samurai code to becoming worker-drone “salary man” to “eating-grass”… refusing to sacrifice their lives for anyone. Instead they focus on themselves, minimally working while maximizing their fun.

Sounds good to me.

To modify Joni Mitchell’s plaint: Why continue stoking the male-abusing machine?

Forbes (a traditional male magazine covering the traditional male domain of business) subsidizes a female-focused magazine for female business entrepreneurs.

Fine.

So where is the pro-male magazine dealing with non-work social issues (child-custody, friendship, fishing, etc.) that is supported by Ms. Magazine or Oprah’s rag or NOW’s publication…and which encourages guys to enter the traditional female sphere?

Women got tons of support to enter traditional male bastions. What equal support did men get to enter traditional female bastions? And don’t say men don’t want such entrance. Everyone said girls didn’t want to play sports, too…until tons of money was spent educating, rewarding, and punishing. Don’t tell me men would rather kill themselves working at jobs rather than spend time with their kids and/or pursuing other aspects of life.

Feminists never sought an Equal RESPONSIBILITIES Amendment. They wanted to cherry-pick the best perks men got without paying for them, all the while keeping men from entering non-work female territories.

Ergo, women today become CEOs and STILL get child custody post-divorce.

And men? Mostly they get the shaft…when not having their “shafts” cut off by angry females…who then become heroines for other women who laugh at the sexually mutilated man.

Insane!

DirkJohanson wrote: “Clearly, it is safe to conclude there is no a significant pay gap in favor of women.”

Correctomundo!

In fact, Warren Farrell not only proved that, but showed in many cases women make MORE than men today:

http://tinyurl.com/7k93god

I also think it’s too simplistic to say men defer to women to score “pussy.” Most men are raised by women (mothers) in a female-dominated early world (nuns, crossing guards, nurses, etc.). Most of their early needs are met (or not!) by females. That gives females a LOT of clout per males.

Plus boys are taught from around age five to stuff certain feelings… especially around other boys. They learn they can only open their hearts to females…and only under certain conditions.

So I think the thrall that females hold over men is a lot more emotional than genital…and goes far deeper than any vagina.

Hot debate. What do you think? Thumb up 16 Thumb down 5

What affirmative action program gives men preferential custody awards post-divorce. assuring parity is eventually reached and historical biases compensated for?

What AA program ensures that only women fight America’s wars until such time as national cemeteries are half-filled with females?

(You know, until women “finally do their fair share” OUTSIDE the home!)

Sure. But I’m willing to bet that one side of that is a lot more interested than they let on.

Here’s a hint, it’s the sex that spends money on “Bride Magazine”.

There has never been any wage-gap between men and women. If there had been then some smart MBA would have set up a business or company and hired only women, and eaten the competition’s lunch.

Given that women tend towards massive inefficiencies and backstabbing and politics, I tend to think that any wage-gap is much the reverse instead. Men are vastly underpaid for the work that they do.

@AP: “I’m sure she’ll be the next Henry Ford. Not by being inventive or tenacious or doing anything productive”

Actually, their current MO is to wait until men create a successful company (e.g., Facebook), and then demand that the men step aside so that Ms. BA in English can sit on the board. Why should a woman waste time in a company that’s not going to be successful?

This is similar to what women are doing/have done socially- instead of picking a man they believe will be a good spouse when they’re both young (and she has something to offer him) and building a life together, they screw around while fertile, wait to see which men become more successful, and then bitch because those men aren’t interested in these shallow, materialistic, wart-encrusted, desiccated cows.*

Uncle Elmer

there is a concomitant loss to the community as able-bodied men are deprived of work in favor of useless females, and thus the dependents of those men suffer while the under-qualified women squander the money on themselves.

yeah I’ve noticed that too.
Despite all the tough talk of MGTOW, the overwhelming majority of men within our society have dependents. As for women, well extra money usually just means extra money for shopping.

BTW why is it that if a man spends his paycheck entirely for his own benefit and no one else it’s called being a selfish, immature “man child”
but
if a women does the same it’s called being empowered, independent, it’s Sex and the City?
hmmm
I think I smell a double standard here.

The American Gender-Raunch community ( Not unlike Mary Kellet), “Empower” themselves by perverted statistics and persecuting the innocent.
Break the “Perversion Alliance” between Gender-Raunch and American law enforcement, and you take away the “Inflamatory” rhetoric that Gender-Raunch uses to Inflame their way to Empowerment.

This is why in all matriarchal societies (like western world as became) males are doing notting or at least the very minimum required. Why doing anything anyway for a culture who hate you?

American Gender-Raunch consists mostly of the white, educated burocratic pork bloater class who went to patriarchal type schools where kids can get an education.
The established American Gender-Raunch are breaking others patriarchies. Note, those from the matriarchal underclass very rarelly complain about ???Patriarchy???.
Maybe the established white Gender-Raunch Uber-liberals should have to send their children to these “Broken patriarchy” schools that they are so fond of.

Well, your point re. affirmative action is well taken.

But women doing the easier work… that sucks, but I don’t think we can blame the government or anything except residue from old-fashioned gender roles- which were, of course, put in place by patriarchal men at a time when society actually was male-dominated. This might be a case of common ground with- I mean, look, not that I’m any big fan of feminists, but I doubt they would be big on this either; it’s just gendered chivalry on a wider scale.

So ultimately, this is an unfortunate consequence of a society in the throes of change- that is, women given equality in a legal or “paper” sense (ie, they’re working with the men) but cultural ideals of women’s incompetence remain, leading to the “covert” pedestalization the author describes. Men, of course, bear the brunt of it all.

Perhaps a place where we can agree with the feminists?

There’s a secondary effect that you didn’t point out.

When you have over-paid women doing apprentices’ work, you no longer have room for apprentices. This means fewer men learning the trade, to replace the current generation when they retire. Schooling? Sure, if the kid’s lucky enough to have the facts of life explained to him before hand; more likely, he’s going to go get an easy English degree instead, because the banks and schools lie to him about how much money he’ll make with it.

Generation Y won’t be able to sustain a first-world economy, at the rate we’re going.

“This article shows that the real enemy is not Islamic terrorism, but feminism. Bin Laden is the smokescreen”

The Islamists will win because they have denied their women rights, therefore their women have 8 children while ours have 1 or 2. This is why the Taliban can have their @$$ kicked every year and come back for more. Their women raise up another generation of future men and mothers while American Feminists drop off their only child at daycare to be indoctrinated. And why are our Imperialist Feminist Armies in Afghanistan again?

It would seem that this article is loaded with misinformation. Davis-Bacon is a “prevailing wage” law, not affirmative action of which the author exspouses. It was designed to keep local workers working on locao projects and not have some low-baller come in and take the work away from the natives. It has done much to help construction workers and their work, to be able to be built to high quality standards. Here is a link:http://en.wikipedia.org/wiki/Davis-Bacon_Act

It would seem that A Lonely Dad needs to work on his reading comprehension. The point was to highlight the fact that all workers on the job site made the same prevailing wage (DavisBacon)…but the actual work itself was divided up by gender, with the much easier and less dangerous work being done by the ladies – yet they still made the exact same pay.
